Identification and Formulation of SDF3

Description:
RDE Somalia is the process of identifying and formulating specific engagements under its bilateral development portfolio for 2024-2028. RDE Somalia wishes to procure a consultant team to conduct an identification and possible formulation of Denmark’s support to the third phase of the “Somaliland Development Fund” (SDF 3).
The assignment will be expected to follow Denmark’s “Aid Management Guidelines,” particularly sections related to identification and formulation. The assignment will be divided into two distinct Options – (1) Identification and (2 - optional) Formulation. Option 2 will only be exercised based on RDE’s assessment not only of satisfactory completion of Option 1 but also continued interested in pursuing a third phase of SDF.
Specifically, Option 1 (Identification) will be expected to focus on identifying:
1) Priority sectors and opportunities for SDF 3 to promote both climate change adaptation and economic growth.
2) Partners interested in joining SDF 3 and possible size of contributions.
3) Ways that SDF 3 could facilitate the development of “bankable projects” that private sector and DFIs actors would be interested in supporting.
4) Risks related to local and regional political dynamics, GoSL financial contributions, and sustainability, etc.
5) Governance arrangements and implementation modalities, including their staffing implications for RDE Somalia should Denmark decide to lead on implementation.
6) Overview of expected projects based on their alignment to the OECD DAC Rio Markers for Climate.
The above should be captured and summarized into a 10-page (max) Identification Note.
Based on satisfactory completion of Option 1 and continued interest from RDE Somalia in leading SDF 3, RDE Somalia can choose to exercise Option 2 (Formulation), which would entail:
1) Producing a Draft Programme Document, including all relevant annexes (e.g. Context Analysis, Partner Assessment, Theory of Change and Results Framework, and a matrix identifying Scenarios and Risks).
2) Facilitating a workshop(s) with RDE Somalia and other relevant stakeholders to discuss and provide feedback.
3) Submitting a Final Programme Document responding to both oral and written comments and feedback received.
The major deliverables under this Option will be the Programme Document and related workshop(s).
It is expected that the assignment will take place over 3 months – August-October 2023.
