Monitoring, Evaluation, Accountability and Learning (MEAL) International Consultancy for the EU Anti-Corruption Initiative in Ukraine

The Objective is to provide the EUACI with an external MEAL consultancy that will be a team of an international and a local consultant to strengthen the program’s monitoring, evaluation and learning processes.
Scope of work:
- Provide MEAL methodology and MEAL plan, including time lines (describing MEAL processes, data sources, responsibilities and double loop learning processes) as a desk research. Agree with the EUACI and ensure the MEAL plan’s implementation.
- Provide annual MEAL reports, max 15 pages + annexes, that can feed into the EUACI -annual progress report.
- Learning workshop for EUACI staff in order to validate programme assumptions and provide inputs to the double loop learning and adaptation process, 1 per year, in total 3, offline in Kyiv.
- Conduct technical studies of selected activities or partners as agreed with the EUACI management, 1 or 2 per year (2025 and 2026).
Expected deliverables:
- EUACI phase III MEAL methodology and plan (updated annually if necessary).
- Annual MEAL reports (available end of January 2025 and 2026 respectively and final Phase III MEAL report April/May 2027).
- Learning workshops, 1 per year, in total 3, offline in Kyiv.
- Technical study reports (1 or 2 in 2025 and 2026 respectively) of not more than 10 pages each of selected activities or partners as agreed with the EUACI management.
The intended commencement date is 1 November 2024, the period of implementation of the contract will conclude on 30 April 2027.
Budget for the MEAL team of two (one international and one local consultant) is up to 80 000 EUR for 2.5 years. The expenses should also include audit costs for the contractor.
It is assumed that the international consultant will provide around 50 working days during the project’s duration while the local expert will provide 75 working days. The contract will be signed with the MEAL team consisting of one international and one local consultant. It is assumed that the international consultant will sub-contract the local team member.

Criteria for selection
A minimum of three and a maximum of five applicants with references best suited for the assignment will be invited to submit a tender.
