Mid-term review of the Danish-Arab Partnership Programme (DAPP): 2022-2027

BACKGROUND:

The Ministry of Foreign Affairs seeks to undertake a Mid-Term Review (MTR) of the Danish-Arab Partnership Programme (DAPP). The current five-year phase of the DAPP started in July 2022 and will end by 31 June 2027. DAPP 2022-2027 comprises two programmes with complementary strategic objectives aimed at improving young people’s lives: Human Rights and Inclusion (HRI, DKK 460 million) and Youth Employment and Entrepreneurship (YEE, DKK 435 million).

OBJECTIVE:

The objective of a midterm review (MTR) is quality assurance and to assist MENA consolidating and improving result performance. Focus is on major implementation-related issues, including changes in the context, and based on this, exploring alternative ways to meet or adapt accordingly. Finally, the MTR will provide recommendations for strategic and thematic priorities in a next DAPP phase as relevant.


METHOD & OUTPUTS:

The MTR will be conducted based on a desk review of documents and initial interviews followed by a mission to Morocco, Tunisia, Egypt, and Jordan. The final methods/approach will be discussed within the team and with MENA at a kick off meeting before the mission. The MTR team is expected to provide the following outputs: 1)A Mission Preparation Note outlining the main issues of concern and methods  of the MTR. 3) A draft MTR Report with key findings and recommendations and some precursors for the upcoming DAPP. 4) A final MTR report which should include an elaboration of the key findings as well as recommendations.

TIMEFRAME:

The MTR is expected to start 9 December 2022, and conclude by 31 March 2025. It will comprise an inception phase with a desk review. The mission to the four countries will take place in February 2025. Report drafting and finalisation will take place in March 2025. 


CONSULTANTS:

Three international consultants/experts are required for this assignment. The team should include 1) an international expert in human rights and inclusion and 2) An international consultant/expert in job creation and entrepreneurship 3) An international programme governance/financial management/results monitoring expert. One of the consultants should be coordinator for the external consultants. All consultants are expected to have very good working knowledge of the English languages and experience in the region. Consultant 1 and 2 are expected to have good spoken French. Good spoken French is an advantage for consultant 3. The MTR team will be led by a chief advisor from the LEARNING department in the MFA.


BUDGET:

The budget maximum is DKK 1,000,000.00 net of VAT.

Criteria for selection
