Mid-term review of Somalia Country Programme: 2019 - 2023

BACKGROUND:
The Ministry of Foreign Affairs seeks to undertake a Mid-Term Review (MTR) of the Danish Country Programme in Somalia 2019 – 2023. The Somalia Country Policy Paper 2018-2023 provides the overall strategic direction for the Country Programme. Interventions are within three thematic priority areas: Thematic programme 1: Strengthen resilient, responsive and inclusive governance and service delivery, and fundamental human rights. Thematic programme 2: Develop core economic institutions and strengthen inclusive private sector driven growth and economic development to diversify livelihoods. Thematic programme 3: Develop protection and safety nets for enhanced resilience, enabling durable solutions and reducing forced displacement.
OBJECTIVE:
The purpose of a midterm review (MTR) is quality assurance and to assist the Embassy consolidating and improving result performance. Focus is on major implementation-related issues, including changes in the context, and based on this, exploring alternative ways to meet or adapt accordingly.
METHOD & OUTPUTS:
The MTR will be conducted based on a desk review of documents and initial interviews followed by a mission to Somalia/Somaliland/Kenya. The final methods/approach will be discussed within the team and with the Embassy at the kick off meeting before the mission.
The MTR team is expected to provide the following outputs: 1)A Preparation Note outlining the main issues of concern and methods of the MTR. 2) A de-briefing note highlighting key findings and recommendations. 3) A draft MTR Report with key findings and recommendations and some precursors for the upcoming Somalia Strategic Framework. 4) A final MTR report which should include an elaboration of the key findings as well as recommendations.
TIMEFRAME:
The MTR is expected to start 9 May 2022, and conclude by 22 June 2022. It will comprise the inception phase with a desk review. The field mission to Somalia/Somaliland/Kenya will take place in the period 22 May- 3 June 2022. Report drafting and finalisation will take place from 6-23 June 2022.
CONSULTANTS:
Three international consultants/experts are required for this assignment. The team should include 1) an international expert in institution and peace building, reconciliation, resilience and democratic governance, rights and forced displacement (TP1 and TP2) and 2) An international consultant/expert in private sector development, SME development, value chains, livelihood, investment climate and and economic state institution building (TP2) 3) An international programme governance/financial management/results monitoring expert. One of the consultants should be team leader for the external consultants. All consultants are expected to have very good working knowledge of the English languages. Consultant number 1 should have experience from Somalia/Somaliland. Consultant 2 should preferably have experience from Somalia. The MTR team will be led by a chief advisor from the MFA and in addition include two development specialists from ELK.
BUDGET:
The budget maximum is DKK 1,000,000.00 net of VAT.
