Midterm Review of the Syria-Iraq Peace and Stabilisation Programme 2022-2025

BACKGROUND:
Denmark has been engaged in peace and stabilisation in Syria and Iraq for many years. The third and current phase of the Syria-Iraq peace and stabilisation programme (PSP) is funded jointly by the Danish Ministry of Foreign Affairs (MFA) and the Ministry of Defence (MoD) as part of the Danish Peace and Stabilisation Fund. The overall objective of the PSP is to contribute: towards inclusive peace and stability and reduce violent extremism and protracted displacement in Syria and Iraq.
OBJECTIVE:
The overall objective of the midterm review is to provide an independent assessment of the current performance of the programme in accordance with DANIDA’s Aid Management Guidelines, and to inform about adjustments needed for the remaining period of implementation.
METHOD & OUTPUTS:
The review will be conducted based on a combination of a documentary review and consultations with relevant MFA units, MoD, implementing partners, donors and other key stakeholders. The review team will undertake field missions to Iraq (Baghdad) and Turkey (Istanbul and Gaziantep).
The review will include the following outputs: 1) A Mission Preparation Note (MPN) outlining key issues of concern and a refined methodology, updated schedule and details about field missions; 2) A debriefing presentation highlighting key preliminary review findings and recommendations following the completion of field missions; 3) A draft midterm review report including findings and recommendations (approximately 20-25 pages, excluding annexes); 4) A final midterm review report.
TIMEFRAME:
The midterm review is expected to start early September 2023 following contract signature and end with the submission of the final review report in the first half of December 2023. The field missions to Turkey and Iraq are foreseen to take place in the first two weeks of October 2023. These dates will be confirmed during the kick-off meeting of the review.
CONSULTANTS:
Three external consultants/experts are required for this assignment. These include 1) An expert in governance, accountability and civil society development in conflict-affected contexts with experience in the capacity development of civil society organisations and community-led initiatives, 2) An expert in peace, security and countering violent extremism with experience in security sector reform, mine action work and multi-donor trust funds, 3) Expert in financial management and results monitoring with experience from civil society and UN partners from conflict-affected contexts.
Consultant 1 or 2 will act as team leader for the external consultants. All consultants are expected to have very good working knowledge of English and extensive regional experience. The review team will be led by a chief advisor from the MFA’s Department of Evaluation, Learning and Quality and include the participation of resource persons from MFA and MoD.
BUDGET:
The budget maximum is DKK 800,000.00 net of VAT.
