Midterm Review of the Digital Democracy Initiative 2023-2026
Description
The Digital Democracy Initiative (DDI) is a global flagship programme with the objective of safeguarding inclusive democracy and human rights in the digital age. DDI was launched as a Team Europe Initiative by the EU Commission and the Danish Government at President Biden’s Summit for Democracy on 30 March, 2023. In December 2023, the Norwegian Government joined the programme.
The purpose of the MTR is to provide an independent assessment of the current performance of the programme in accordance with DANIDA’s Aid Management Guidelines including the likelihood of achieving expected results within the timeframe of the programme, and to inform about adjustments needed for the remaining period of implementation.
The review will commence in April 2025 and is expected to be completed in June 2025 with a field visit planned in May (tentatively East Africa).
The Ministry of Foreign Affairs of Denmark is seeking consultancy services to support the implementation of the midterm review of DDI. This includes two thematic experts, and an expert in financial management, who will be desk based.

Criteria for selection
A minimum of three and a maximum of five applicants with references best suited for the assignment will be invited to submit a tender.
