Near-End Review of the Tax Modernisation Programme to support implementation of Tanzania Revenue Authority's Fifth Corporate Plan

Description

The Tanzania Revenue Authority (TRA) was established by TRA Act Cap 399 and became operational in July 1996.  The Authority is charged by law to perform the following functions:
a) Assess, collect and account for Government Revenue;
b) Administer effectively and efficiently all the revenue laws of central Government;
c) Advise the Government on fiscal policy;
d) Promote voluntary tax compliance;
e) Improve quality of service to taxpayers;
f) Counteract fraud and other forms of tax evasion; and,
g) Produce Trade Statistics and publications.

Development Partners (DPs) started supporting TRA through the Tax Administration Project (TAP) from 1998/99 to 2002/3 using a project-based approach for funding. TAP was reorganised to the Tax Modernisation Programme (TMP), which is a more integrated technical cooperation and basket funding arrangement. The TMP has supported implementation of TRA’s Second Corporate Plan (2003/4 – 2007/8), the Third Corporate Plan (2008/09 – 2012/13), the Fourth Corporate Plan (2013/14 - 2016/17) and the current Fifth Corporate Plan (2017/18 – 2021/22). The TMP is currently co-financed by Denmark, the European Union, Finland, Norway, and the Government of Tanzania through a basket fund. 

The overall objective of the CP5 is to enhance domestic resource mobilisation through enhanced voluntary compliance in line with national and international good practises to fulfil TRA’s vision, we make it easy to pay tax and make lives better. 

Objective
The overall purpose of this assignment is to provide insights in how the TMP has contributed to the implementation of TRA’s CP5 and the strategic objectives and provide recommendations on how this could inform opportunities for support in the area of tax going forward.  

Scope of work
The near-end review is expected to start in the second quarter of 2022. The review will cover the implementation of the CP5, undertaken by the thirteen departments of TRA. The near-end review should assess and make recommendations in relation to a) the TMP programme design, b) effectiveness, c) sustainability, d) monitoring, evaluation and learning, and e) engagement, partnership and communication.
The consultant(s) will deliver:  
a) Presentation of the inception report with a detailed work plan no later than three weeks after the commencement of the assignment for approval. 
b) Presentation to stakeholders and submission of the first draft review report for comments by stakeholders, no later than eight weeks after commencement of the assignment.
c) Final review report, including a detailed executive summary, no later than ten weeks after commencement of the assignment
d) A presentation of key findings and recommendations to stakeholders, with an accompanying sharable set of slides for circulation. No later than ten weeks after commencement of the assignment. 

The location of delivery will be in Dar es Salaam, Tanzania.

The assignment will commence no later than April 2022 and the final report should be submitted before June 10, 2022. 

The maximum budget for the contract for this review is DKK 600,000 net of VAT. This includes all fees and reimbursable expenses required for implementation of the contract.

Criteria for selection:
A minimum of three and a maximum of five applicants with references best suited for this assignment will be invited to submit a tender
