OSINT services for Ukraine’s Freeze and Seize Task Force, National Agency for Corruption Prevention and other individual FSTF members

Description:
Services within this contract will be structured around several beneficiaries. 
For the FSTF leadership, the contractor is expected to gather OSINT and provide the FSTF leadership with relevant information on priority persons of interest (POI), as defined by the beneficiary. The collected information would complement the evidence gathered by the FSTF individual members and enable better decision-making by the FSTF leadership on the prioritization of cases and next steps within the ongoing investigations.

Within this scope the contractor is expected to:
using intelligence-inspired commercial software tools and bulk data sets, conduct open and closed data analysis on all POIs and entities of interest,
help identify assets, facilitators and intermediaries for the POIs, research into the corporate holdings of the POIs and their family members,
advise on legal documents, analytical products to support any inferences made, connection to assets, roles of key people including facilitators to support legal action, photographic evidence of physical assets,
conduct regular meetings with the beneficiary to update them on the current status, exchange necessary information,
based on the conducted analysis, advise the FSTF leadership on prioritization of cases, and necessary investigation steps (including possible MLA requests etc).
While cooperating with the NACP, the contractor is expected to provide mentorship to the NACP staff to identify and clarify the ownership structure of the assets of sanctioned individuals and entities. Within this scope, the contractor is expected to:
based on the priorities defined by and information available to the NACP, research into assets belonging to POIs and its formal ownership structure (when it comes to foreign jurisdictions),
conduct regular meetings with the beneficiary to update them on the current status, exchange necessary information,
mentor the NACP staff on tools and techniques used to obtain new information and evidence, provide training on these tools and techniques upon request,
upon request of the NACP, search and provide raw materials (extracts from the registers, answers to the paid requests etc) proving the ownership structures for investigated assets and other relevant information. 

Value of the contract without VAT is EUR 120,000.

Length of the contract is 12 months from the date of signature.
