Preparation of research capacity development programme - East Africa

Description
Research capacity development and collaboration schemes have been an important component of Danish development assistance for many years. On the basis of the plans outlined in “The World We Share”, it is intended to continue support for development research and a new programme providing support for capacity development and exchanges involving selected Danish and African universities will be designed.
The programme will focus on East African partnerships, building on the collaboration with Gulu University in Uganda and with the State University of Zanzibar (SUZA) through the Building Stronger Universities (BSU) programme. Strengthened capacities for research at smaller universities in fragile countries and regions are important for overall economic growth, natural resource management, improved governance, etc. With this objective in mind the new programme will include a possible partnership with Somaliland. The “south-south” dimension and regional collaboration will also be encouraged.
The Dept. for Evaluation, Learning and Quality (ELK) in collaboration with the team at the Danida Fellowship Centre (DFC) will prepare the programme to be undertaken in the period 2023-27. A “south-driven” approach to capacity development will be particularly important, based on the southern partner’s requests for assistance from the Danish universities.
Consultant services are required for programme preparation, including matching proposals by Danish and East African partners, drawing up the programme document, etc. The scope of the assignment is estimated at a maximum of 70 days for a maximum budget of 650,000 DKK, to be carried out between March and December 2022.
