Preparatory analysis for the Danish regional migration programme along the Mediterranean migratory Routes

The Department of Migration, Stabilisation and Fragility (MNS) is exploring the opportunity of developing a new multi-year whole-of-route programme along the Western, Central and Eastern Mediterranean routes with an estimated annual budget of DKK 100 million. The first step in this process is to conduct a preparatory analysis as part of the initial identification phase.
The objective of the assignment is thus to identify and scope the opportunities for the programme by providing adequate analysis for the subsequent identification of programme approaches and partners. The identification should be evidence-based and provide a clear direction in terms of overall impact, objective and outcome of the intervention.
The assignment will mainly consist of undertaking preparatory analytical work, including i) a situational analysis, ii) mapping of existing interventions, and iii) thematic gap and needs analysis. The scope of the analysis should not be limited thematically, but a special focus should be kept on the circumstances for people on the move along these three routes.
The assignment is expected to start as soon as possible (beginning of October 2023) and last for approximately five months. The assignment should be finalised no later than six months after the beginning of the assignment at the latest.
The consultant or team of consultants (maximum three consultants) must perform desk based and field research in selected areas along the migratory routes. Minimum one field visit on each the three migratory routes should be conducted, i.e. minimum three field visits in total. The field visits should not exceed more than 20 working days.
The completion of the assignment is estimated to involve approximately 80-90 working days, including an estimation of approximately DKK 100,000 for travel and audit costs. The maximum budget for the assignment is DKK 898,000.
