Process consultant to tenders related to the Danish Bilateral Development Program - Niger

The Danish Ministry of Foreign Affairs has in a new Strategic Framework set out the overall objectives and approach for Denmark’s engagement in Niger for the period 2023-2027. Following this process, the Embassy of Denmark in Ouagadougou (hereafter “the embassy”) has started the initial formulation of the new bilateral cooperation portfolio for the estimated amount of DKK 800,000,000, subject to the final approval of the Finance Acts for the coming years. It is expected that Denmark’s future bilateral engagements will maintain a focus on good governance and stabilization, migration, SRHR, water and sanitation, and economic growth and agriculture.

As part of the implementation of Denmark’s new engagement in Niger (2023-2027), the Embassy is planning to conduct a number of tenders for the provision of technical assistance in different subject matters. In this connection, the Embassy seeks to employ a senior consultant to advise and assist the Embassy on matters related to technical aspects of the tender processes. All of the tenders are expected to be carried out in a short time period which is why the Embassy has assessed, that a consultant will be needed.

The purpose of the assignment regarding assistance by the consultant is to provide the technical assistance required in order to enable the Embassy to carry out three tenders in accordance with the Danish Procurement Act.

The objective of the assignment to be fulfilled by the consultant is to advise and assist the Embassy of Denmark to carry out each of the following tenders with contract values for the technical assistance and consultancy services ranging from approx. DKK 10-20 million per tender:

1. Two technical assistance tenders to cover various sectors (e.g. Water, Agriculture, Stabilisation)
2. Fund manager to manage the civil society organisations component
3. Third party monitoring of the Danish bilateral engagements (MEAL)

The scope of the contract would be to assist the embassy with scope of services, criteria for selection and award, response to technical questions from tenderes, technical evaluation of tenders and finalisation of the contract.

The specific timing will be defined in the Procurement Strategy and Work Plan which will be developed by the Tender Coordinator. The assignment is expected to start on 1 March 2023 and is expected to be finalised by 1 December 2023. The assignment will be desk-based. All outputs can – if desired by the consultant - be done remotely.

The estimated average input per tender is 200-300 hours of work. The total maximum estimated hours of work for all tenders is maximum 840 hours. The complexity and workload will vary between the different tenders.

The budget maximum for this assignment is DKK 1,000,000, including both fees and potential reimbursable expenses.
