Provision of Legal and Policy Support Consultancy Services in the Sphere of Anti-Corruption

Description

The Purpose of the assignment is to ensure continuity and consistency in the support provided by external experts of the EUACI to beneficiary institutions, including but not limited to the High Anti-Corruption Court, the National Anti-Corruption Bureau of Ukraine, the Specialized Anti-Corruption Prosecution Office, and the National Agency on Corruption Prevention.

The Objective is to provide legal and policy support services to the EUACI and its beneficiary institutions based on the High Anti-Corruption Court, the National Anti-Corruption Bureau of Ukraine, the Specialized Anti-Corruption Prosecution Office, and the National Agency on Corruption Prevention.

Commissioned anti-corruption experts are expected to provide legal, policy, and other services within the following areas: 

a. Corruption prevention
b. Prosecution of corruption
c. Anti-corruption policy
d. Specialised AC institutions and other agencies supporting AC efforts: legislation regulating the functioning of the institutions
e. Other areas as agreed with EUACI.

The indicative list of outputs and deliverables is: 

Conducting analytics and drafting analytical reports, such as risk assessments, needs analysis;
Preparation of assessment reports and technical specifications or other documents as required;
Drafting legal assessments, opinions, notes, memos, or other analytical documents on different aspects of anti-corruption policy, functioning of specialised anti-corruption institutions, asset
disclosure, conflict of interests, etc;
Drafting legislative proposals and/or amendments to existing legislation;
Developing assessment methodologies and respective tools;
Developing and delivering presentations to the EUACI and the beneficiary institutions;
Conducting training, delivering lectures, and carrying out other possible knowledge-sharing activities, as agreed with the EUACI.

The intended commencement of the contract is June 2024. The duration of this assignment is estimated to be 35 calendar months.

The total budget available for the assignment is DKK 447,508 (corresponding to approximately EUR 60,000). Logistics costs for participants are not included and will be covered separately.

Criteria for selection 

A minimum of three and a maximum of five applicants with references best suited for the assignment will be invited to submit a tender.
