Appraisal of the Regional Migration Governance Programme for Türkiye and the Western Balkans 2025 – 2030 (RMGP – TWB)

BACKGROUND:
The Danish Ministry of Foreign Affairs (MFA) seek to undertake an appraisal of the new multiannual Regional Migration Governance Programme for Türkiye and the Western Balkans 2025 – 2030 with a total budget of DKK 300 million. The programme is to be financed under §06.32.10.13 in the Danish Finance Act. The funds are managed by the Department for Migration, Peace, and Stabilisation (MIGSTAB) in the in cooperation with the Ministry for Immigration and Integration (UIM). 

The programme will consist of thematic “project pillars” that will be implemented across a selection of countries in the Türkiye and the Western Balkans region. These pillars are yet to be fully defined but will inter alia focus on:

i) Enhanced migration management, including strengthened integrated border management (IBM) and, where possible, AVRR management,
ii) Strengthening asylum systems and processing, 
iii) Support to livelihood, labour markets and local integration, and 
iv) Countering migrant smuggling and trafficking.

The programme will complement and ensure synergies with efforts in the other three large Danish migration programmes; the RMGP for the Mediterranean region, 2024-2029, the Capacity programme, 2024-2029, the Whole of Route programme, 2024-2029, as well as support from the EU and other development partners supporting migration management programming in the TWB region.

OBJECTIVE:
The objective of the appraisal, in line with the Danida Aid Management Guidelines, is to provide strategic, programmatic and technical quality assurance of the RMGP TWB design and documentation at overall programme and at project pillar level, before submission to the Council for Development (UPR) and approval by the Minister. 

METHOD & OUTPUTS:
The appraisal will be conducted based on a desk review of documents and initial interviews, a mission to tentatively Ankara, Belgrade and Sarajevo, and the write-up of the draft and final report. 

The appraisal team is expected to provide the following outputs in English: 1) A Mission Preparation Note outlining the main issues of concern and methodological approach. 2) A de-briefing power-point highlighting key findings and recommendations. 3) A draft appraisal report with recommendations. 4) A final appraisal report with recommendations.   

TIMEFRAME:
The mid-term review will be conducted between March and early May 2025 and include a mission of 10-14 days in early April 2025. The length and timing will be finally agreed with the implicated partners. 

CONSULTANTS:
Three senior international consultants/experts are required for this assignment. 

1. International Consultant with expertise in Project Appraisals (required expertise), Organisational Development and MEAL, (Chief Coordinator for the external team); External Consultant. 
2. International Expert/Consultant in migration and migration management (such as legal migration and mobility; protection and asylum; prevention and curbing of irregular migration, migrant smuggling and trafficking in human beings; or return, readmission and reintegration) (Team Member); External Consultant.
3. International Expert in Financial Management and with expertise on international organisations (Team Member); External Consultant. This expert is foreseen as providing desk based input and is not expected to travel. 

The consultants should be fluent in English and it is an advantage if consultants i) and iii) have experience with Danish MFA Aid Management Guidelines including appraisals. It is an advantage if the consultants have experience from the region. 

The appraisal team is led by a chief technical advisor from the LEARNING department of the MFA. The review team may include resource persons from other departments of the MFA. 

BUDGET:
The budget maximum is DKK 590.000 net of VAT. Expected number of days for consultant 1 is approx. 25 days, for consultant 2 it is approx. 24 days and for consultant 3 it is approx. 10 days.
