Review of Danida Fellowship Centre 2022 - Denmark

Description:
Danida Fellowship Centre (DFC) is a self-governing public institution. Its Board of Directors has been appointed by the Ministry of Foreign Affairs (MFA), and its statutes are approved by the Board and a representative for the MFA, which is also represented by an observer in the board. The statutes were most recently changed in May 2020. The cooperation with MFA is governed by an agreement of which the current covers the years 2020-2022. The two focus areas in this agreement is 1) to carry out a fellowship programme for capacity building of local staff of institutions and organisations in Danida supported development collaboration programmes and 2) administer the Danida funded research projects, including the Danida funded Building Stronger Universities programme.
The overall objective of the review is to assess the performance and capacity of DFC in delivering results under its engagement with the Danish Ministry of Foreign Affairs, with a particular view on its strategic, programmatic, organisational priorities, set-up and capacity in pursuing development outcomes and observe cost efficiency and effectiveness.
The review will consider, but not necessarily limit itself to, the following issues:
- Assessment of the strategic priorities and direction of the DFC and the strategic collaboration between the MFA and DFC.
- Assessment of the programmatic approach and performance of DFC in delivering results against goals, targets and milestones as set out in DFC’s strategy, including a) assess the theory of change, programme design and performance for DFC’s learning and organizational change work as set out in DFC’s strategy, in particular through its fellowship programme but also through its Masters programme and Alumni Network, including its performance in delivering results against goals, targets and milestones and b) Assess the theory of change, programme design and performance of DFC’s research programme management, including the Building Stronger Universities programme, as set out in DFC’s strategy with a particular focus on its added value taken into account DFC’s administrative role and the division of roles and responsibilities with the MFA, in delivering results against goals, targets and milestones.
- Assessment of the organizational, management and administrative set-up, capacity and performance, including financial management.
The anticipated budget is up to DKK 375.000, including fees and reimbursables such as domestic transport and audit costs.
The timing of the contract is from 28 April to 20 June 2022.
