The European Union Anti-Corruption Initiative (EUACI) in Ukraine is a joint EU and Government of Denmark financed programme aimed at supporting Ukraine to reduce corruption at the national and local level through the empowerment of citizens, civil society, businesses, and state institutions.

This assignment falls under EUACI’s component 2, where partner cities are supported in their efforts to strengthen integrity, transparency, and accountability. EUACI's partnership with the six integrity cities of Zhytomyr, Mariupol, Chernivtsi, Chervonohrad, Nikopol and Mykolayiv evolves around the long-term objective of reducing the level of corruption in these cities.

The purpose of the assignment is to provide to the six cities support at the consolidation stage of the developed integrity tools in the partner cities and new initiatives, particularly related to reconstruction. This purpose will be achieved through the continued support of the partner cities' use, adaptation, and institutionalization of the tools developed during phase 1, as well as the sharing of experiences and results with other cities interested in addressing issues related to efficiency, communication with the public, transparency, accountability, and integrity.  
The duties and responsibilities of the Senior Good Governance Consultant include, but are not necessarily limited to the:

• regular consultation with the responsible component staff at the EUACI office, the EUACI posted advisors to the mayors, and staff assigned by the municipalities and contracted service providers for the planning and implementation of component activities, including the nature, timing and duration of inputs required from the Consultant;

• preparation of analyses, strategies, implementation plans and budgets for the replication of integrity tools in other cities or national level; 

• contribution of ideas, text, photos etc. for regular progress reports, documentation and communication activities.

• contribution to the process of monitoring, evaluating, preparation of Municipal Integrity Plans;

• contribution to the process of preparation methodology of integrity assessment of communal enterprises, quality assurance of reports, preparation and implementation of risk minimization plans;

The maximum budget available for this assignment is DKK 345,774 (46,413 EUR). 

The assignment will start from primo November 2022 and run until the end of April 2024 (18 months).
