BACKGROUND: The Africa Partnership for Peace and Sustainability Programme (APPS) constitute the fifth phase of the Danish engagement with African organisations focusing on peace building and democratic governance. The new phase will also include a new focus area on climate and energy. The programme comprises 7 projects with a total budget frame of DKK 400 million.

OBJECTIVE: The objective of the appraisal is to assess the APPS based on Denmark’s strategies and guidelines, in particular the development strategy “The World We Share” and the Foreign and Security Policy, 2023. The appraisal will apply relevant ‘How to notes and approach notes’ and the MFA Aid Management Guidelines (AMG) Guidelines for Country Strategic Frameworks, Programmes & Projects. Based on this, the appraisal team will provide recommendations to the relevant Embassies and Ministry of Foreign Affairs (MFA) Units on needed adjustments to the programme documents to be considered and adjusted prior to the presentation of the programme to the development council (UPR) in February 2024 and thereafter final Minister approval and the signing of project agreements. The external consultants will also finalise the formulation of the programme documentation for the Embassies and MFA units for their submission of the documentation to the UPR.
METHOD & OUTPUTS: The appraisal will be conducted based on a combination of a documentary review and interviews with staff at the relevant Danish Embassies (Ethiopia, Nigeria and Algeria), relevant MFA units implementing partners, international development partners and other key stakeholders. The appraisal team will undertake a field mission to Ethiopia, Nigeria and Algeria.
The appraisal will include the following outputs: 1) A Mission Preparation Note (MPN) outlining key issues of concern and a refined methodology, updated schedule and details about the field mission; 2) A debriefing presentation highlighting key preliminary appraisal findings and recommendations to be presented at the end of the field missions; 3) A draft appraisal report including findings and recommendations (approximately 15-20 pages, excluding annexes); 4) A final appraisal review report and 5) final formulation of the programme documentation.
TIMEFRAME: The appraisal is expected to start in the beginning of October 2023 and end with the submission of the final appraisal report in December 2023 and final formulation of programme documentation in January 2024. The two-week field mission to Ethiopia, Nigeria and Algeria is foreseen to take place in the period October 16 -27 2023.
CONSULTANTS: Three external international consultants/experts are required for this assignment. These include: 1) an expert in peace, security and democratic governance in Africa preferably in West and East Africa with experience from development cooperation through multilateral and regional organisations in Africa, 2) an expert in continental free trade preferably in Africa and private sector development in Africa and with experience from working through continental and regional organisations preferably in Africa. 3) financial management and results monitoring with experience from working with multilateral and regional organisations.
Consultant 1 will act as team leader for the external consultants. All consultants are expected to be proficient in verbal and written English and extensive African continental and regional experience. The appraisal team will include three staff from the MFA’s Department for Evaluation Learning and Quality, of which one will act as team leader.
BUDGET: The budget maximum is DKK 720,000.00 net of VAT
