Consultancy for Options Paper to inform formulation of Phase V of the PSP Programme on the Horn of Africa

Description
The assignment includes desk-based analysis, stakeholder consultations, drafting of a concise options paper (max. 20 pages), presentation and facilitation of discussions of the options paper at a two-day stakeholder seminar in Nairobi in early May 2026, and producing a brief readout capturing key outcomes from the seminar. The consultancy will be carried out by a team of 1-3 consultants (up to 45 working days/360 working hours each) and the contract period is expected to run from March to mid-May 2026.
The consultant(s) will develop a concise, analytical options paper presenting 3–4 realistic and strategically distinct options for Denmark’s Peace and Stabilisation Programme for the Horn of Africa phase V. This includes analysing regional peace and stability context, Denmark’s current engagement in the region and comparative advantages, and identifying gaps, partnerships, and lessons learned from previous programme phases. The options proposed should consider: 1. Geographic selection (criteria for target areas/sub-regions) incl. rationale for any suggested extension or disengagement, 2. Thematics addressed, 3. Mechanism to embed a regional approach across the program, 4. Ensuring whole-of-government coherence drawing on the PSP’s distinct value-add and Denmark’s comparative advantages and 5. Partnership opportunities. For each option, an indicative Theory of change should be proposed.
