Description

The EUACI is a joint EU and Government of Denmark financed programme aimed at supporting Ukraine in its efforts to reduce corruption at the national and local level through the empowerment of citizens, civil society and state institutions. The strategic objectives are that: Corruption in Ukraine is reduced; Ukraine advances with anti-corruption reform; and Reconstruction in war-affected areas of Ukraine is implemented within a framework that incorporates transparency, accountability and integrity.

The six integrity cities with which the EUACI has entered into a partnership are Chernivtsi, Chervonohrad, Nikopol, Zhytomyr and Mariupol. At the moment, the EUACI has no activities in Mariupol. Mykolaiv is an addition to five Ukrainian cities that have been selected for the implementation of the Integrity Cities concept of the Programme. Based on the agreement with the Mykolaiv City Mayor, the EUACI created an Integrity Support Office of experts in the local municipality, headed by an advisor to the Mayor to support the integrity transformation, transparency, and accountability of the reconstruction process.

One of the integrity tools is the Integrity Assessment of municipally owned enterprises in EUACI's partner city Mykolaiv: «Mykolaivoblteploenergo» (District Нeating Provider) and «Mykolaivelektrotrans» (Public Transport Provider).

With this tool, the EUACI partner city wants to improve the accountability and transparency of the MOEs, minimize the negative consequences of integrity risks and deliver better service to the clients.

The objective of the assignment is to develop the methodology for the integrity assessment of the municipal enterprise «Mykolaivoblteploenergo» (District Нeating Provider) and update the methodology for integrity assessment of «Mykolaivelektrotrans» (Public Transport Provider), complete the two integrity assessments and provide the city with practical and implementable recommendations addressing the risks identified.

The integrity assessment targets are as follows:
1) Assessment of transparency and accountability of procedures and processes
2) Assessment of specific integrity risks
3) Corporate governance assessment

Summary of deliverables
1) Methodologies for assessment of transparency and accountability, integrity risks, and corporate governance
2) Reports on the assessment of transparency and accountability, integrity risks and corporate governance
3) Risk minimization plans
4) Public presentations of the project results in Mykolayiv
5) Final report

The expected duration of the assignment is 6 months, starting from November 2024

The Consultant's core team shall include the following profiles: 
● Team Leader responsible for overseeing and quality assuring the entire process, the processing and analysis of collected data, and the quality of key deliverables.
● Anti-Corruption/Integrity/Internal Audit Expert: responsible for the development the methodologies described in the tasks above and ensuring the quality of assessment delivered under the developed methodologies;
● Heat Energy Supply Expert, specialized infrastructure construction and repair Expert: contributing to the methodology’s development and assessment of the MOE. 
● Public Transport Expert: contributing to the methodology’s development and assessment of the MOE.
● Public Procurement Expert: contributing to the methodology’s development and assessment of the MOE with specific experience in public procurement.
● Corporate Governance Expert: contributing to the methodology’s development and assessment of the MOE with specific experience in Corporate Governance
