Impact Study on the Partnership between Danish Embassy in Kenya and KCIC & KCV

Background
Danish Government has had engagements in Kenya since Kenya’s independence in 1963. The various interventions have been informed by the emerging challenges, opportunities and lessons learnt. Interventions in climate change is one of the areas where Danish Embassy in Kenya has played a significant role, with Kenya Climate Innovation Centre (KCIC) and Kenya Climate Ventures (KCV) being among the key partners. While KCIC is established as a not for profit organization, KCV is as a commercial lending entity which was formed by KCIC to carry out climate financing activities. To date five Programmes have been supported through KCIC, current ones being GreenBiz and AgriBiz (co-funded by EU).  Danish Embassy in Kenya continues to support KCV to date for its admin costs as it fundraises.

Danish Embassy in Kenya, following a recommendation from the Mid Term Review (MTR) of the current Kenya Bilateral Programme (KBP), is to take stock of the impact realized through its longstanding partnership with KCIC and KCV. This is in preparation for the next round of programming, the results of which will inform any future engagement with the two institutions. The MTR Team noted that, since inception of Denmark’s engagement with KCIC and KCV, the two institutions have not undergone an Impact Evaluation or Study. Therefore, to inform any possible continued partnership beyond the current Kenya Bilateral Programme (KBP), it was  suggested that such an evaluation or study should be commissioned. 

Partnership between the Danish Embassy in Kenya and the two institutions spans close to 10 years. Danish Embassy in Kenya is therefore seeking the services of consultants to undertake an Impact Study in light of the above.

The main objective of the Study is to assess the impact of Danish Embassy in Kenya supported Programmes/Projects in KCIC and KCV around a number of impact parameters as listed below.

Scope of Work
Interventions for the two institutions are spread throughout the whole country. This is because the interventions are thematic focused, not geographical.

The process should incorporate an interaction with a cross-section of stakeholders that will include the supported companies (stratified in their various themes/technologies, gender and age), technology users, select counties (especially where incubation hubs have been established), relevant national government ministries, among others.

Methodology
The consultants will be expected to come up with a methodology that will enable achievement of the above objective encompassing the indicated scope. Overall, it is expected that both quantitative and qualitative impact assessment approaches will be employed. 

Team Composition
• Lead Consultant must possess at least a master’s degree in finance, business development, business administration, business studies, economics or their equivalent, with considerable experience working in or conducting similar assignment within clean-tech space. Understanding of the dynamics around support and financing of climate start-ups is a strong requirement.   The Lead Consultant should also have good understanding of Kenya’s MSME financing landscape (laws, policies, key actors etc.). He/she should have at least 10 year’s experience undertaking programme/project management. Experience in Monitoring and Evaluation will be an added advantage. Demonstrable understanding of blending commercial and grant financing for business growth support is a strong requirement.  
• The consulting organization must incorporate the relevant expertise required by the assignment as per the above listed impact parameters. Each of the experts needs to have a minimum 10 years of experience. It is highly desirable that the said experts to have a strong experience in market-led approach in development, most preferably in Kenya, or if not, in Africa. In that regard, the following expertise are highly desirable:
- Climate/Environment: should have a strong academic background (at least a master’s degree) in environmental studies, environmental science, natural resources management or their equivalent. A strong experience in value chains development in climate technologies is highly desirable. The person is expected to be well updated on ongoing global conversations on climate, and their application in developing countries (especially Africa) - climate adaptation, circular economy, nature-based solutions and the like. Experience working with innovative commercial models on climate change, especially in renewable energy, water, agribusiness, waste management and commercial forestry will be a great added advantage.
- Women and Youth: should have a strong academic background (at least an undergraduate degree) in gender, development studies, sociology or their equivalent. Strong experience in climate related value chains development is highly desirable. The person should have experience working with youth-led or women-led enterprises or their respective groups. 

Timing of the Contract
This assignment is anticipated to take not more than 6 calendar weeks from the date of commencement.  The consulting firm will therefore be required to develop a detailed work plan with clear timelines. It is important to note that no extension will be expected due to the urgency of the assignment.
