BACKGROUND

The assignment concerns a Mid-Term Review (MTR) of the MFA-supported International Work Group for Indigenous Affairs (IWGIA) 2024-27 Programme to Promote and Advocate for Rights of Indigenous Peoples. The key objective of the programme is that Indigenous Peoples’ rights to land, territories and resources are promoted, respected and protected and that Indigenous Peoples contribute to climate and biodiversity governance and actions.

The MTR is part of the regular monitoring of the partnership between the Danish Ministry of Foreign Affairs (MFA) and IWGIA and will be led by the Evaluation, Learning and Quality Department (LEARNING) of the Danish MFA.

OBJECTIVE

The objective of the MTR is to assess the overall performance in the implementation of the IWGIA Multi-Year (2024-27) Programme, including strategic and programmatic achievements as well as risks and challenges faced. Based on the findings, the MTR is expected to formulate recommendations to strengthen and adapt the programme.

SCOPE OF WORK AND METHOD

While not an evaluation, the MTR will be carried out in accordance with OECD/DAC evaluation criteria, with focus on relevance, coherence, effectiveness, efficiency and sustainability.

The scope of work will cover two levels: a) the programme level for a cross-cutting and more strategic perspective, and b) the project level examining a sample of individual projects – the sampling approach will be developed during the inception phase.

OUTPUTS

The MTR Team is expected to provide the following outputs:

(1) a Mission Preparation Note (MPN) of approx. 5 – 10 pages; (2) a post-mission de-briefing presentation; (3) a draft Mid-Term Review Report, and (4) a final Mid-Term Review Report of max. 20 pages, excluding annexes.

TEAM COMPOSITION/CONSULTANTS

A team of two international consultants is required for this assignment.

Expert 1 should be an Indigenous Affairs and Human Rights specialist with extensive review experience. Expert 2 should be an expert in financial management and civil society funding mechanisms. One of the experts, preferably Expert 1, should be designated as coordinator for the team of consultants. Both experts should have experience from Latin America and should be Spanish-speakers. Both experts are expected to participate in mission travel (see below), most likely to Bolivia.

The MTR team will be led by a chief advisor from the MFA LEARNING department.

TIMING

The MTR is expected to start 21 January 2026 (date TBC), and conclude in April 2026 (date TBC). A mission of maximum 10 days, most likely to Bolivia, is expected between mid-February and mid-March 2026 (specific dates to be agreed).
