Mid-term review of the european regional development and protection programme, phase 3 - lebanon and jordan

BACKGROUND
The assignment concerns a Midterm Review (MTR) of the European Regional Development and Protection Program, Phase 3 (RDPP III) that will be led by the Evaluation, Learning and Quality Department (LEARNING) of the Danish Ministry of Foreign Affairs of Denmark (DMFA). The MTR Team will consult with other European donors that are contributing to the Programme under delegated partnership agreements.

OBJECTIVE
The objective of the MTR is to assess the overall performance in the implementation of RDPP III and to formulate recommendations to strengthen and adapt the programme, particularly in view of the challenging context, and to inform decisions on exit strategy/closing down of the programme and/or modalities for future similar support.

SCOPE OF WORK, METHODS AND OUTPUT
While not an evaluation, the MTR will be carried out in accordance with OECD/DAC evaluation criteria, although impact will not be assessed at this stage.
The scope of work will cover two levels: a) the programme level for a cross-cutting and more strategic perspective, and b) the project level examining individual projects. Since projects are being closely monitored through the PMU and in view of the size of the project protfolio, more focus will be given to the assessment at programme level. However, a sample of projects will also be reviewed more closely. The sampling approach will be developed during the inception phase in close dialogue between the MTR team and the PMU.The review will include assessment of relevance, coherence, effectiveness, efficiency and sustainability of efforts at both programme and project level.

OUTPUTS
The MTR Team is expected to provide the following outputs:(1) a Mission Preparation Note (MPN) of approx. 5 – 10 pages; (2) a de-briefing presentation; (3) a draft Mid-Term Review Report, and (4) a final Mid-Term Review Report of max. 20 pages, excluding annexes.

TEAM COMPOSITION/CONSULTANTS
Three (3) international consultants are required for this assignment.Expert 1 should be a Livelihoods specialist. Expert 2 should be a Durable solutions and protection specialist. Both experts 1 and 2 should have experience from the region affected by the Syria crisis. Either Expert 1 or 2 should be designated as coordinator for the team of consultants. Expert 3 should be an expert in financial management. All three experts will participate in the mission travel.The MTR team will be led by a chief advisor from the LEARNING department in the MFA.

TIMING
The MTR is expected to start 4 August 2025, and conclude in October 2025. The mission to Lebanon and Jordan will take for a maximum of 10 days (incl travel) between 24 August and 12 September 2025 (specific dates to be agreed).

750,000 DKK (net of VAT)
