International Rehabilitation Council for Torture Victims (IRCT) is a global network of civil society organisations and independent experts supporting survivors of torture to heal and rebuild their lives through rehabilitation, including medical, psychological, legal and social support. The organisation also produces forensic evidence, publish academic research, and fight for justice.
The Ministry of Foreign Affairs of Denmark (MFA) has supported IRCT since its inception as an independent international member organization in 1997. This support has been part of Denmark’s long-standing commitment to the fight against torture as a key priority in Danish human rights cooperation. IRCT is managed by a secretariat in Copenhagen and has an office in Brussels.
The objective of this review is to assess the overall organisational capacity of IRCT to implement strategies and programmes and to achieve agreed results under the on-going engagement with the MFA. Moreover, the objective is also to assess adherence to MFA guidelines for financial management, and the extent to which IRCT maintains and sustains relevance to its members within the framework of the Danish strategy for development cooperation “The World We Share”. The review will pay particular attention to assessing IRCT’s follow-up actions on the recommendations from the previous reviews with regards to the following areas: 
1. Diversified funding base
2. Membership engagement
3. Documenting results
4. Governance and budget reform 
5. Capacity and competencies of the secretariat

Criteria for selection

A minimum of three and a maximum of five applicants with references best suited for the assignment will be invited to submit a tender.
