Mid-term review of Denmark’s Peace and Stabilization Programme in Ukraine (PSPU) 2022-2025

BACKGROUND:
The Ministry of Foreign Affairs seeks to undertake a mid-term review of the second phase of Denmark’s Peace and Stabilization Programme in Ukraine (PSPU) 2022-2025. 

OBJECTIVE:
The purpose of the mid-term review is to assess the continued relevance of the ongoing engagements under the programme, the effectiveness (performance, progress, results) and the efficiency of the management setup in place, and consider relevant adjustments in light of the current context. 

METHOD & OUTPUTS:
The mid-term review will be conducted based on a desk review of documents and initial interviews, a mission to Ukraine and the write-up of the draft and final report. 
The appraisal team is expected to provide the following outputs in English: 1) A Mission Preparation Note outlining the main issues of concern and methods within the framework of the mid-term review. 2) A de-briefing power-point highlighting key findings and recommendations. 3) A draft mid-term review report with key findings and recommendations. 4) A final mid-term review report.   

TIMEFRAME:
The mid-term review will be conducted between October/November 2024 and January 2025 (pause during the Christmas period) and include a mission of app. 10-12 days to Ukraine, likely in November. The timing will have to be agreed with the Danish Embassy in Kiev.

CONSULTANTS:
Two senior international consultants/experts are required for this assignment. 
1. International Consultant with expertise in peace and stabilisation and conflict mediation programming (required expertise); 
2. International Consultant with expertise in financial management and risk management.

Both consultants are required to have a very good working knowledge of English. At least one of the consultants should have experience with Danish MFA Aid Management Guidelines including reviews. It is an advantage of the consultants have experience from Ukraine. 
The appraisal team is led by a chief technical advisor from the LEARNING department of the MFA. The review team may include resource persons from other departments of the MFA. 

BUDGET:
The budget maximum is DKK 600,000 net of VAT. It is expected that the number of days needed between the two consultants is 54 days.

Criteria for selection 

A minimum of three and a maximum of five applicants with references best suited for the assignment will be invited to submit a tender.
