Støtte til reintegration af veteraner i ukraine

For at styrke reintegrationen af veteraner i Ukraine gennemføres et ’Call for Proposal’.

Den samlede vejledende bevilling, der stilles til rådighed under dette ’Call for Proposal’, udgør 90 millioner DKK. Det beløb, der kan tildeles i 2025, er dog begrænset til 45 millioner DKK. Det mindste beløb, der kan ansøges om under dette ’Call for Proposal’, er 10 millioner DKK, og det største beløb er 45 millioner DKK. Projektperioden skal være mellem 24 og 36 måneder. Projektet skal implementeres i Ukraine med et særligt fokus på Mykolaiv oblast og by.

Ansøgningen skal være Udenrigsministeriet i hænde senest d. 12. november 2025 kl. 12.00. Nærmere baggrund og beskrivelse af ansøgningsprocessen kan findes i informationsnoten som kan downloades nedenfor sammen med relevante annekser.

Der bliver afholdt et online informationsmøde med Udenrigsministeriet d. 20. oktober kl. 16.00-16.45. Tilmelding til dette skal ske senest fredag d. 17. oktober til [email protected] med kopi til [email protected], [email protected] og [email protected].

Ansøgere har mulighed for at fremsende spørgsmål på skrift senest d. 20. oktober 2025 til [email protected] med kopi til [email protected], [email protected] og [email protected]. Svarene på spørgsmål indsendt på skrift og spørgsmål stillet under informationsmødet vil blive offentliggjort på denne side senest d. 24. oktober 2024.

Q 1. The call states that “The lead applicant must have previous experience implementing projects with a budget of at least DKK 40 million.” Could you please give an indication as to how this will be applied – specifically whether this refers implementing a single project of this size, or whether it refers to several projects constituting a programme of DKK 40 million?

Answer: The requirement means experience with implementing a single project/programme of minimum DKK 40 million, or it may be counted as experience with implementing projects/programmes with a combined annual turnover of at least DKK 40 million.

Q 2. Is the 40 million DKK requirement only for the lead applicant or for the entire consortium?

Answer: The requirement applies to the lead applicant.

Q 3. The call specifies that “The geographical scope for this Call for Proposal is Ukraine, with particular attention to Denmark’s engagement in Mykolaiv. It is therefore expected that specific activities target Mykolaiv oblast/city.” Could you please clarify whether a project may include activities across Ukraine, provided these contribute to synergies and capacity building related to Mykolaiv, or if activities must be broadly limited to Mykolaiv oblast/city?

Answer: A project could certainly include activities across Ukraine, but is required to include specific activities focused on Mykolaiv oblast/city. A substantial focus on Mykolaiv is expected.

Q 4. Does the 60% rule for support to Mykolaiv vis-à-vis national level also apply to the budget under this Call for Proposal?

Answer: There is no specific percentage set under this Call for Proposal. However, a substantial focus on Mykolaiv is expected.

Q 5. Do you prefer one lead applicant, or can several partners apply as a consortium?

Answer: There should be one lead applicant, but partnerships/consortia can be included.

Q 6. There are three outcome areas mentioned in the information note – do we need to cover all three, or is it sufficient to focus on two?

Answer: The three areas are highlighted as the most important, and as the expected outcomes. Covering all three is preferred, but how a project addresses the areas depends on the specific project design and relevant expertise and experience of the organisation.

Q 7. One of the challenges for many veterans is that it can take a long time to get the necessary documentation. Should the project only focus on veterans who already have the necessary documentation?

Answer: This is up to applicants to address in the project design, and to describe related risks/challenges in the proposal.

Q 8. Can you elaborate on how the design and stakeholder engagement should be approached particularly in relation to working with veteran organisations?

Answer: Local participation, engagement, and ownership are key. Engaging veteran organisations to the extent possible is important. Our impression is that the best way to ensure that veterans are heard is by involving them directly and including peer-to-peer engagement.

Q 9. The call mentions the importance of cooperation with Danish veteran centres. Could you please clarify whether prior/current cooperation with Danish Veteran centres is considered to be a requirement for applicants?

Answer: Cooperation with Danish Veteran centres is considered a wish not a requirement.

Q 10. How does the Ministry of Foreign Affairs see its role in coordination in the case of fx two proposals elected?

Answer: The focus for us will be on finding the most competent lead partner in carrying out local engagement incl. coordination. The Danish Embassy in Kyiv and office in Mykolaiv will be key to coordinate with, however, the Ministry of Foreign Affairs will not play a day-to-day operational role.

Q 11. The information note describes the possibility of a second phase. Should proposals budget and plan for the full amount for both phases?

Answer: Under this Call funding can be applied for the first two to three years (up to 45 million DKK). Meaning that proposals should budget with up to DKK 45 million. If the first phase is successful, the project may be extended for another two to three years, in which case the original budget can be increased with up to 100 %.

Q 12. The note states that “The amount that can be allocated in 2025 is limited to DKK 45 million. The minimum amount that can be applied for under this Call for Proposal is DKK 10 million, and the maximum amount is DKK 45 million.” Could you please confirm that the intention is that applications can indeed be made for up to DKK 45 million, and the question of limited allocation for 2025 will be dealt with in the contracting phase? Or should the initial proposal include an option to restrict the project to a lower budget?

Answer: The intention is that applications can be made for up to DKK 45 million, and the question of limited allocation (due to more than one successful applicant) will be dealt with in the contracting phase.

Q 13.  If the project is extended, will that also mean an extension of the duration?

Answer: Yes. If the project budget is increased upon a successful first phase, the project duration will also be extended.

Q 14. The budget template does not include cost categories – which version should we use?

Answer: Please use the budget template included in the application package [on this website].

Q 15. Should local partners also be included in Annex C or is there a separate Annex to describe the local partners capacity?

Answer: Local partners should be included in Annex C under 1.2 Background information on co-applicant (you can add more tables for additional local partners).

Q 16. What kind of process will take place regarding the mid-term review and when is it expected to take place?

Answer: The specific process has not been decided yet and will be agreed upon with the successful applicant(s). The specific timing will be agreed upon, but is expected to take place half-way through the implementation period (after 1-1.5 years).

Q 17. How will the process continue from here – will the questions and answers be published?

Answer: The answers will be posted by Friday the 24th October. The deadline for full proposals is November 12, and feedback will be provided on November 19.

 Q 18. Will it be possible for a partner to participate in two proposals at the same time?

Answer: Yes.

Q 19. Is it necessary to provide separate supporting documents to all points raised on section 3. Requirements for applicants and applications? For example, on the "c) The lead applicant must enter into a partnership with Ukrainian partner organisations in the implementation of the proposed activities". Does that mean we need a supporting document confirming this at this stage - or can it be justified in writing in Annex A?

Answer: It is not necessary to include separate documentation for the requirements in section 3, as long as fulfilment of the requirements is sufficiently justified in the submitted annexes, incl. annex A.
