Evaluation of Danida Sustainable Infrastructure Finance programme

The evaluation assesses the Danish development assistance provided by the Danida Sustainable Infrastructure Finance Program (DSIF) which until 2020 was known as Danida Business Finance and even earlier – until 2011 – the Mixed Credit Facility. The evaluation covers the period 2001-2019 with a total of 85 project supported and commitments of DKK 14 billion. The independent evaluation was undertaken by Particip with project visits in four countries: Bangladesh, Ghana, Mozambique and Vietnam. The evaluation finds that DSIF projects have contributed to improved living conditions for people in the recipient countries, for instance by improving access to water, sanitation and energy. However, there is a need to strengthen the focus on development outcomes in the preparation and follow-up of projects in order to improve effectiveness and sustainability. The evaluation also suggests to review the tied aid approach of DSIF.
