This assignment was originally commissioned as an evaluation. During implementation, however, the quality of the evaluation process and draft deliverables was assessed as insufficient to support publication of a full evaluation report in a feasible manner.
It was, however, decided to publish the draft contribution stories developed as part of the process. Internal and external assessments identified these as the most comprehensive output and therefore relevant for sharing in the interests of transparency.
The publication should be understood as a working paper.
