2015.05 Evaluation of the Danish Arab Partnership Programme 2003-2014

Since 2003, the Danish Arab Partnership Programme (DAPP) has been a central pillar of Danish foreign policy towards the Middle East and North Africa (MENA) region. The programme is designed to address democratization and reform as well as Danish-Arab dialogue through a double strategic objective. The programme has supported initiatives in 11 countries in the region, and the total financial frame since its inception is approximately 1.5 billion DKK.

In 2014, the Ministry of Foreign Affairs commissioned an evaluation of the DAPP in order to document results, assess the relevance of the DAPP objectives and provide lessons learned and recommendations for preparing a new strategy for the DAPP. The evaluation was conducted by the Danish consultancy NIRAS jointly with British Integrity Research.

The evaluation concludes that the DAPP has contributed to the promotion of reforms and democratization in the region as well as strengthened dialogue and mutual support between Denmark and MENA. The DAPP has proved to be a relevant foreign policy instrument as well as an effective development programme.
