Vietnam-Denmark: Transformation of a Partnership

Vietnam was a priority country for Danish development cooperation from 1993 to 2015. During the 15 years from 2000 to 2015 Denmark disbursed more than DKK 5.5 billion in official development assistance, making it among the largest bilateral donors in Vietnam.

The evaluation covers the period from 2000 to 2015 and is based upon the available programme documentation, national and provincial monitoring, earlier studies and evaluations and stakeholder interviews and field visits to selected projects in Vietnam. It had the following three objectives:

  1. To document the changes and results achieved by the Danish-Vietnamese partnership from 2000 to 2015;
  2. To assess whether the benefits from these changes and results are sustainable;
  3. To document the transformation of the partnership from development cooperation to a more comprehensive partnership, including trade, and to establish lessons learned from this transformation.

The evaluation aims to assess Danish support for six sectors: Fisheries, environment/climate, water/sanitation, governance, culture and the business sector.

The evaluation was undertaken by Lattanzio Advisory.
