The effect of climate change poorly understood
Mali was chosen for inclusion in the evaluation as representative of francophone Africa. Mali is a semi-arid and low income country located in north-western Africa with a warm and dry climate. It is highly susceptible to drought and desertification. Impacts of increased temperatures and decreased precipitation are being registered, and there is evidence that the precipitation zones across Mali have shifted south by about 200 km.
Mali is approximately 1.2 million sq. km in area and is bordered by Mauritania, Algeria, Niger and Burkina Faso. The country consists of the Sahel transition region between Sahara desert in northern part of the country and savannah in the south. It is mostly flat, with some rolling hills made of sand. 65 per cent of land area is desert or semi-desert. 14 per cent of land is usable for agriculture. Average temperatures range from 10 to 45 ºC. The rainy season extends from late June to early December and can lead to flooding around Niger River.
Mali and the NAPA
The Mali NAPA was published in late 2007 with the UNDP as the implementing agency and with financial support of the LDCF. LDCF funds were also employed to prepare and submit the Project Identification Format. The Project Proposal Grant was approved for Mali in January 2009.
