Denmark’s largest country support programme
In 2025, Denmark launches its largest country programme: the Ukraine Transition Programme (UTP), with a budget of DKK 2.8 billion.
The programme is part of Denmark’s long-term commitment to stand with Ukraine – not only in responding to urgent needs caused by Russia’s full-scale invasion, but also in supporting the country rebuild, reform, and move closer to the European Union.
Since the invasion, Denmark has provided a total of DKK 74.4 billion in support to Ukraine, find the overview here. The UTP continues and strengthens the civilian dimension of Danish support with a focus on three areas:
- Strengthening resilience and urgent recovery, with a special focus on Mykolaiv.
- Energy security, green transition, and jobs across Ukraine.
- Democratic reforms and EU integration, including human rights and free media.
The city and region of Mykolaiv remain a cornerstone of Denmark’s support and takes up 60% of the UTP. Through the Mykolaiv–Denmark Partnership, the UTP helps rebuild essential infrastructure and create the foundations for a safer, greener, and more resilient future for local residents.
