On 12 September 2025, Minister for Foreign Affairs Lars Løkke Rasmussen launched Denmark’s new country programme for Ukraine at an event in Kyiv. The programme is the largest development assistance programme ever financed by Denmark.

From 2025 to 2028, Denmark will contribute DKK 2.8 billion. The aim is to rebuild better, greener, and more sustainably.

At the launch, Minister for Foreign Affairs Lars Løkke Rasmussen stated:

“Ukraine is the largest recipient of Danish development assistance and is at the same time facing a difficult time with continued extensive attacks from Russia. We must ensure that the resources for Ukraine collectively pull in the right direction, namely a free Ukraine on its path towards the European community. Therefore, we are now consolidating all Danish reconstruction efforts, as well as reform and democracy initiatives, into one Ukraine Transition Programme.”
