Inception Review of the Ukraine Transition Programme, 2025-2028

The Ukraine Transition Programme 2025-2028 has three focus areas namely 1) strengthening resilience and cohesion, and addressing the urgent needs of populations, including support to early recovery and transition, 2) Energy security, green transition and just growth creation of jobs, and 3) Reform and EU-accession, consolidation and development of democratic institutions and processes. The programme was pre-appraised in June 2025. An inception review will be conducted to follow up on the status of implementation of the pre-appraisal recommendations. The Ministry of Foreign Affairs is seeking consultancy services to support the implementation of the inception review, including a financial management expert. The assignment is expected to be carried out in May-June 2026, and finalised by July 2026. A field visit to Ukraine is foreseen.
