Coronavirus Disease COVID-19: Agreement on significant easing of travel restrictions relating to COVID-19

The Ministry of Foreign Affairs of Denmark, Protocol Department, presents its compliments to all Heads of Diplomatic Missions and Consulates accredited to Denmark and to International Organisations and Other Missions resident in Copenhagen and Honorary Consulates in Denmark and has the honour to share the following information:

On 12 October 2021, the Danish Government and a broad majority in the Danish Parliament reached an agreement on easing and simplifying COVID-19 travel restrictions. Please find attached the political agreement offering a specification on the approach. The main elements are as follows:

a) The travel advice will be normalised in order to reflect the security situation at the travel destination instead of the COVID-19 situation.

b) Current entry restrictions for the EU and Schengen area will be lifted and the countries will be considered as a homogenous area, and accordingly the colour categorisation will be discontinued. Instead, the Danish Government will introduce a simplified travel model based on COVID certificates. All holders of vaccination, recovery or test certificates are exempt from entry restrictions. All persons not holding such a certificate are required to obtain a test 24 hours after arrival at the latest.

c) Entry restrictions for third countries are eased. The requirement for a worthy purpose and testing prior to entry will be lifted. Testing will now be required after entry from COVID-19 risk countries (i.e. countries on the EU positive list and approved by a Danish taskforce) and testing and isolation will be required after entry from COVID-19 high-risk countries (i.e. the rest of the world). Vaccinated travellers from OECD countries, COVID-19 risk countries and countries connected to the EU Digital COVID Certificate may enter Denmark without restrictions. A significant number of exemptions to the travel restrictions will remain in place.

The Danish emergency brake mechanism dealing with virus variants of concern is currently not activated but will remain in force.


The measures will be implemented in two steps: 1) On 15 October 2021, the travel advice will be normalised, and 2) on 25 October 2021, easing of restrictions on EU and Schengen countries as well as third countries will take effect.
