Som del af Danmarks Naboskabsprogram (DANEP) 2027 – 2031 gennemføres et ’Call for Proposal’, hvor der kan søges under fire prioriterede indsatsområder: 1. Støtte til medier; 2. Støtte til unge; 3. Støtte til kultur; 4. Støtte til arbejdsmarkedsdialog. De planlagte projektperioder for hvert indsatsområde må ikke være kortere end 54 måneder og må ikke overstige 60 måneder. DANEP 2027 – 2031 dækker de seks lande i EU’s Naboskabsregion, dvs. Moldova, Ukraine, Georgien, Armenien, Aserbajdsjan og Belarus, samt Bosnien-Hercegovina, men det præcise geografiske dækningsområde vil afhænge af det specifikke indsatsområde.
Dette ’Call for Proposals’ lanceres med forbehold for de bevilgende myndigheders godkendelse, herunder endelig godkendelse af programmet DANEP 2027 – 2031 og Folketingets godkendelse af Forslag til Finanslov for 2027 (FFL27). Ændringer kan således forekomme, herunder vedrørende DANEP 2027 – 2031’s overordnede mål, budget, geografiske ramme, m.m. Indsatsområderne under dette ’Call for Proposal’ kan ligeledes ændres, udgå eller suppleres. Endvidere er alle nævnte budgetter og bevillinger vejledende og på ingen måde bindende. Selv ved succesfuld ansøgning kan endelig tildeling af bevilling på denne baggrund ikke garanteres.
Udenrigsministeriet forbeholder sig retten til at annullere dette ’Call for Proposal’ til enhver tid.
Ansøgningen skal være Udenrigsministeriet i hænde senest d. 1. september 2026 kl. 12.00. Nærmere baggrund og beskrivelse af ansøgningsprocessen kan findes i informationsnoten som kan downloades nedenfor sammen med relevante annekser.

Overblik over spørgsmål fra informationsmøde d. 11. august
1. Does the MFA intend to publish the DANEP 2027–2031 programme document, or otherwise make the relevant descriptions of the programme sub-objectives available to applicants, in order to support the preparation and alignment of proposals with the programme?
A: This 'Call for Proposals' was launched subject to the approval of the relevant authorities, including final approval of the DANEP 2027 – 2031 program and the Danish Parliament's approval of the Proposal for the Finance Act for 2027 (FFL27). The DANEP 2027–2031 programme document can unfortunately only be published following this.
2. Must the lead applicant be a Danish or EU-registered organisation, or is a non-EU organisation eligible to act as lead applicant?
A: The lead applicant must be a Danish- and/or EU/EEA-registered organisation.
3. Is a Danish partner mandatory, or is cooperation with Danish partners only rewarded in the evaluation scoring?
A: It is not mandatory to have a Danish partner but it may be rewarded during the evaluation scoring.
4. What qualifies as a “Danida capacity assessment or similar”? In particular, would an EU pillar assessment, or a capacity assessment carried out by another donor, be accepted?
A: An EU pillar assessment would also qualify, as would assessments carried out by likeminded donor-countries. The capacity assessment must have been completed before the application deadline.
5. Regarding the minimum budget threshold: does this refer to a single project, a cumulative portfolio, or annual turnover – and over what period is it assessed?
A: The minimum budget threshold refers to the total lifetime budget of a single project / programme, not necessarily related to the theme of the given priority area. It can be from single-country and multi-country/regional programmes.
6. Can experience with implementing a Strategic Partnership Agreement (SPA framework) be used to meet the minimum requirement for previous budget size?
A: Yes, a Strategic Partnership Agreement can be used to meet the minimum requirement for previous budget size.
7. Can the eligibility requirements be met collectively at consortium level, or must the lead applicant meet each criterion on its own?
A: The lead applicant must live up to the relevant eligibility requirements on its own.
8. For a given priority area, can the required physical presence be provided through a local partner, or must it be the lead applicant’s own staff?
A: The requirement for physical presence should be provided by the lead applicant’s own staff but can also be provided through a local affiliate or partner organisation within the same umbrella organization, federation or network. The requirement for physical presence must be fulfilled by the application deadline.
9. May a single organisation apply under more than one priority area – for example, as lead applicant in two areas, or as lead applicant in one area and co-applicant in another? Is there any limit on the number of applications an organisation may be part of?
A: Organisations may apply to more than one priority area, both as lead applicant and/or co-applicant. There is no limitation to the number of applications an organisation is part of.
10. Is the top-up funding included within the maximum grant amount, or is it additional and awarded through a later process? Could you clarify how the top-up is triggered?
A: There is no guarantee that a project will receive a top-up during its implementation. Additional funding may be granted, minimum one year into project implementation, based on needs assessments, capacity, results, etc. Click here for more information on the top-up modality.
11. Are applicants encouraged to address the potential for a future top-up in their proposals?
A: Applicants are not required to address potential future top-ups in their proposals.
12. In relation to the geographical scope, must an application cover all countries mentioned in the Information Note or can an application only cover one or more countries? What is the expected budget allocation between the countries?
A: An application must at least cover the countries where experience and physical representation are required, which may vary between the priority areas. There is no expected budget allocation between the countries.
13. Is Bosnia and Herzegovina included within the programme’s geographic focus? Furthermore, would regional activities and partnerships across the Western Balkans, including countries such as Bosnia and Herzegovina, Serbia, Montenegro and Türkiye be eligible for support?
A: The Neighbourhood Programme’s geographic focus includes Bosnia and Herzegovina as well as Moldova, Ukraine, Georgia, Armenia, Azerbaijan and Belarus. Activities in countries beyond this geographic focus are not eligible for support under the programme. However, if prioritized during the programme period, the geographical coverage of the programme may be extended to the wider. The MFA is responsible for approving the expansion of a project to additional countries.
14. If two applications are selected for a priority area, how will the funds be distributed?
A: If two applications are selected for a priority area, the funds will be distributed based on specific assessments of the given applications, needs, absorption capacity, etc.
15. Regarding priority area 2. Support for young people: When referring to 'youth organisations', does this mean that they must be local organisations that work exclusively with youth-related activities, or can they also be larger organisations with a broader mandate, with associated youth departments?
A: When referring to 'youth organisations', this refers to organisations whose main focus is youth-related activities.
16. How does an applicant demonstrate “significant experience” within a given theme? For example, does "significant experience" with youth imply that youth have been the primary target group and focus of previous interventions within the region, or would experience from broader programmes in which youth engagement has been systematically integrated also be considered relevant?
A: Significant experience implies that the applicant, for example, have implemented project / programmes with youth as primary target group and focus of within the region
17. Is it mandatory to include a sub-granting scheme in the application? If it is mandatory, is there an expectation that a specific minimum amount or percentage should go to that purpose?
A: It is not mandatory to include a sub-granting scheme in the application. If a sub-granting scheme is included in the application, there is no expected minimum amount or percentage that must go to that purpose.
18. How many project-level outcomes are applicants expected to include in a proposal?
A: There can be maximum three outcomes per project, as per “Annex A Full Project Proposal”.
19. Regarding the references to inclusion and inclusive youth engagement, we assume that persons with disabilities are included as a target group within the inclusion agenda, even where not specifically mentioned?
A: Yes, persons with disabilities are included as a target group within the inclusion agenda.
20. May local implementing partners budget for a proportion of their core or institutional support costs as part of project implementation, and whether any ceilings or specific guidance apply to such cost allocations?
A: In principle, yes, local implementing partners may budget for a proportion of their core or institutional support costs as part of project implementation. However, if they do, the amount should be clearly stated and deducted from the administrative overhead for the central partner.
21. Will it be possible under the programme framework to collaborate with and provide support to civil society organisations operating in exile? If so, are there any specific eligibility requirements, restrictions, or risk considerations that applicants should take into account?
A: It may be possible to collaborate with and provide support to civil society organisations operating in exile, if their activities support outcomes in a given country - but this must be assessed on a case-by-case basis.
22. What does “Annex B Model for cost categories” refer to and how does it relate to the budget template given in Annex E?
A: Annex B provides a general overview of what is considered eligible costs, which can be covered by a grant from the MFA, while Annex E is the budget template that should be used for the application.
23. Is it possible to allocate funding for activities related to Georgia?
A: It is possible to allocate funding for activities relating to Moldova, Ukraine, Georgia, Armenia, Azerbaijan, Belarus and Bosnia and Herzegovina, depending on the exact priority area – see the Information Note for the specific geographical coverage of each priority area.
24. The eligibility criteria include experience implementing development aid in accordance with Danida’s guidelines. Does experience with other guidelines count?
A: The lead applicant must have experience with implementing development cooperation support in accordance with Danida’s guidelines.
25. Does an organisation have to be legally registered in the country in which it implements activities?
A: It is not required to be legally registered in a given country of implementation to be eligible for this Call. However, the lead applicant must be a Danish- or EU/EEA-registered organisation.
26. In the budget template, do applicants have to specify the distribution for each individual country? And should the cost categories as outlined in Annex B be specified in the budget?
A: It is not a requirement to specify the distribution for each individual country in the budget, but including a summary of distribution is encouraged. The cost categories as outlined in Annex B does not need to specified in the budget.
27. Can activities related to Bosnia and Herzegovina be included under other priority areas than media?
A: Bosnia and Herzegovina is only included under priority area 1. Support for Media. The geographical coverage of the priority areas may be extended – but this is not guaranteed. The MFA is responsible for approving the expansion of a project to additional countries.
28. In the budget template, could you clarify what is meant by “direct staff included in the activity”? Does this also include back-office staff?
A: Staff directly included in the activity does not include back-office staff, which should be covered by the administrative costs (max. 7% of direct cost), unless they are hired for the specific task. In this case the person should be divided/allocated to the outputs.
29. The budget template currently is “output”-based, whereas applicants may be more accustomed to an outcome-based approach. Which approach should be used?
A: The budget must be output-based, as per the template.
30. For priority area 2. Support for young people, the lead applicant is required to have experience implementing activities in Ukraine and Moldova. Does the lead applicant need experience in both countries?
A: The lead applicant should have significant experience with implementing activities relating to youth in the Neighbourhood Region, especially in Ukraine and Moldova, so a level of experience in both countries is a requirement.
31. In terms of localisation, will the assessment consider factors beyond the budget, such as shared partnerships or other forms of factors?
A: The assessment of localisation will be based on factors such as funding channelled through local partners, capacity building of local partners (with separate budget) and transfer of ownership and role of partners in project implementation.
32. Would including more countries strengthen an application in terms of the overall score?
A: Including more countries in an application will not, in and of itself, result in a higher evaluation score. There must be a clear logic behind each intervention.
33. Will the Q&A published on the website be a summary of this session, or will it contain additional information?
A: The Q&A will include answers to the written questions received by August 10, 2026 as well as questions raised during the Information meeting held on August 11, 2026. Additional questions cannot be submitted following these deadlines.
